I agree that graphic designers must be good or inclined to art. But another thing to consider to a site to be good is the optimization. If your website solely depend on the fancy effects of the design then I guess you're in the wrong track if you need your site to promote your business. SEO is always a factor I agree, however I have found that most amateur sites lack graphic design skills also lack SEO skills. Improving both seem to be a step up for most sites that give immediate results.

I think the key to good web design is keeping it clean -- simple design and clean coding. You are right, the best graphic designers nowadays are also skilled in SEO and have been trained to not rely heavliy on flash and html. In order for your website to be truly working for you, you have to find a design firm that can provide more than just a pretty website.
